are my ignitors supposed to glow?

Your range utilizes Direct Spark Ignition system. That means there are no glow bar igniters in the oven.

The problem with the "Off" button is a different problem which has nothing to do with the flame problem. The cause of it, most likely is a bad key pad. The correction is to replace the membrane switch. If you need the correct part number, post the color of the key pad.
