the right front halogen burner only works on some of the settings. I it a switch issue?

Here are your parts, includes a wiring diagram.

Odds are high that it is an infinite switch problem.
Unless the symptom is that one of the heating coils in the element never comes on. Then it could be the switch or the element itself.
