Oven Repair (including Ranges and Cooktops)

Hi!
Every time I turn my oven on, it smells like wires burning.
We replaced the digital circuit board. There was nothing wrong
like my husband thought.
The electrician looked it over and told us that only one side of
the 220 is hot. The other side is not. Only one side of the lug
is working.
The burners work fine. No smell and it heats fine. We have replaced
several burners already. They were not heating properly.
Can you help me ?

I was baking when I noticed the smell. My cup cakes did not get
done like normal. I have not used it since.
