Gas oven lights but flame flutters.

My M.C. gas oven lights, but the flame flutters when the T-stat calls for heat again. You can smell the gas in the house when using.
Top burners work fine. No flame flutter.
Any ideas as to the problem?

Repalce igniter. A weak igniter will cause the gas valve not to open completely.
