my magic chef oven and broiler won't lite. neither igniter glows. i checked for
power at the relay board. i only get 20 volts. when you turn the oven or broiler on the relays vibrate. after a few seconds it shuts down.

Where exactly are you getting the 20 volts from, at the relay terminals themselves?

I assume you are taking your reading at the two terminals just below
each of the relays in this pic. If this is the case then you need to connect
one probe to the other side of the line instead. You might be able to use
one of the other terminals such as the E1 or E2 but I don't have the schematic
to tell you for 100% certainty as to which one. With one probe connected to the other side of
the line you should be getting 120 volts coming from at least one of the terminals
of the relay when its turned off. When its turned on you should get it from
both. Is this the case?

the 20 volt readings are on the terminals that connect to the igniters. they are E9 & E5 the other side of each relay has 120 volts. the 20 volt reading seems to be because the relays don't stay closed. they open and close so fast that they sound like they are vibrating. the third relay is yhe cooling fan which works fine.
