Broil resistor is always on eventhough when it is set on bake mode.

I am not sure that you have a problem.
On most units when in bake they switch back and forth between the bake and broil elements. This gives a fast pre-heat and also a more even temperature profile in the oven during bake.

The broil element never goes off, it always stays on...even when the oven reaches the set temp.

It does sound like the control boardis shot.

A model number would help just to confirm that the control relay is on that board.
Looking at the part link you gave it does look like there are 2 relays on the board. Unplug the unit and remove the board if you need to so you can see the relays better. Check if one of them has it's contacts welded together.
