gas flame too high - no adjustment

Model Number: JGBS23AEA1AA Brand: GE Age: 5 - 10 years

After replacing the glow ignitor and the gas safety valve. the oven flame is extremely too high (6"to 8") and adjustment to the air shutter does not make a difference. PLEASE HELP!!!
