Heating Problem

Model Number: fef369cgsd Brand: Frigidaire Age: 5 - 10 years

The broiler element works but does not come on during pre-heat. It ohmed out okay and is fine because it obviously works. The other thing that occured was an F3 code during the cleaning operation. Is this possibly a bad control unit??
