 I have a Whirlpool electric oven model #GR448LXPT . When it is turned off, the broiler element stays warm. The only way to completly cool the oven is to shut off the power to it.

Rich, You'll need to check the blue wire from the ERC to the broil element, and the blue/white wire to the thermal fuse for a short to the chassis, You'll need to remove power and the rear lower back panel to access the wires, element, and fuse. You have checked the broil element and made sure it's not damaged or shorted to the cavity. If all's OK, you'll need to check for a shorted broil relay on the control. The P2 pin2 terminal to the P2 pin1 terminal should be an "open" circuit, unlees the broil selection is made. Part number: AP3837679
