Oven will not heat.

Heating element checks OK

Oven Control Switch had burned contact, and I replaced the switch. No help.

Voltage across the two wires to the heating element = 0 when oven should be heating.

Voltage from one heating element wire to ground = 115 when oven should be heating

voltage from other wire to ground = 0 at all times

light on temperature control is on whenever set temperature is more than actual temperature (indicating heating element is being supplied power) even when the function select switch is off. Normally it should light only when the oven select switch is set to bake or broil. This has been a problem for awhile, but since it is only an indicating light, and it had not been accompanied by any other problem, the malfunctioning light has been ignored until now. It could be related to the current problem, or possibly unrelated.

Broiler element heats fine, and it will cycle on and off according to temperature setting of temperature dial. (Yes, I know for broiling the dial should be turned to high end of the temperature select range, which is marked "broil.)

All other range functions work properly.

I believe power supply board is OK since appropriate power is being supplied to all other functions.

I suspect "Circuit Board" because I think every other thing has been eliminated. However, it is a little pricy at $170, and I would like another opinion before I spend that money.
