When I turn on the oven or broiler to pre-heat them, the panel lights up and stays on for one minute then shuts off. The elements do not even start to warm up. Could the transformer be burn out?

By "panel" are you referring to the electronic control??

If so, I don't know anything that would cause a set control function to just go away as if it was never set besides a problem in the electronic control itself.

The only separate transformer on your range looks to be for the florescent light.

Yes I am talking about the electronic control. Like I said when you push the bake or broil the display stays lite for 30 seconds and then goes out. There is no heat from the oven. Also when you use the bake convection the fan comes on but no heat and it goes out in 30 seconds. Do you think it is the electronic control module?

I can't think of anything else that could cause it. A problem anywhere else in the appliance should not stop the control from doing what it was programmed to do. The control should continue on until the end of what it was set to do.

BTW. That part looks to have been discontinued and is no longer available. If needed you'd have to try to find a company that could repair the original.
