My ice maker does not get water. The supply is turned on and I have water to the valve. I have removed the valve and taken it appart and found it to be very clean. I made a test cord to test the valve and It does work when ac is applied directly from a wall outlet. When ice maker lever is in the down position( requesting water to fill ) I get no voltage from the fridge at the valve. Everything I have read says I should have 110 volts when the lever is down for from 8 to 10 seconds when the water is filling the ice maker. Any suggestions?

With the icemaker used on that model, power for the fill valve goes through the ice mold heater first so the valve would receive less than the full 120 volts but it should get some at least (maybe 1/2).

Should you determine the problem is somewhere in the icemaker, it is rarely worth repairing since it basically only has two servicable parts; the icemaker 'module' and ice mold. Either of which are almost the cost of the complete icemaker assembly (see the link below).
