top burners and broiler work but ove will not ignite. is the ignitor the only possible cause?

I'm afraid "XL44" is only a marketing name and not a model number which is what we need to find out what appliance design you're dealing with. You can find tips for locating the model and serial number identification tag on your appliances at the following link:

No but which component(s) might be suspect will depend on what the ignitor is doing.

You still haven't supplied the appliance's model number so we can look it up.

Than either the oven valve or the ignitor could have failed and have no continuity or the control system (whatever type that might be on your model) is not powering the ignition circuit.

Yes, both the ignitor and the oven gas valve. If either has no continuity (ie. infinite resistance), it would be defective.
