Problem: The 4 stove tops heating elements get warm but not HOT. The stove top light (120VAC) comes on. The Oven when turn on get warm but not hot, the oven light (240 VAC) does not come on. The Terminal Block has 124VAC on boths sides of the 240 VAC Neutral. It is like the electric stove/oven is only using one pole of the 240 VAC as 124VAC not both polls.

Question: Can the Control Electic Switch (Stove), part numner ROC60, if defective, can it produce this type of problem?

All four electic burners do get warm, but you can not boil water or cook any food on them, and the oven is just a space heater, it would take for ever to cook any thing in it, if never.

No. It would not affect operation of the surface elements.

Yes it does. Either 240 volts is not getting to the appliance or there is a problem in the range's wiring somewhere.

I had that problem a few years ago.
I wasn't on cicuit breakers but an old fuse type system.
It turned out that one fuse was blown.
I was getting 110 and not 220 being pushed to the stove.
Either way, I would replace the fuses or cicuit breaker.
If that doesn't work, then I would look into inline fuses in the stove.
I once found a screw in fuse in behind the bottom draw of the stove.
All else fails: RTFI or email the manufacturer.
