Is the broiler element on this model Kenmore oven supposed to cycle on during a typical preheat cycle? If so, for how long and at full power or partial power? The oven preheats to 350 degrees F. in just over 9 minutes, but the broiler element never gets any voltage across it during preheat, and only for a few seconds during the bake cycle.

The instructions that came with the stove seem to indicate that the broiler element is used during preheat, but that it alternates with the lower element. Mine doesn't do that.

There should be nothing wrong with the EOC, as I just installed a new one from Sears today.
