Having a problem with the oven not heating (broiler element works) but the fan runs constantly.

If I replace the relay board should that fix the problem OR do you think this is a thermostat problem (high limit).

That is difficult to say without some actual testing but both the element and fan look to be powered directly off it so a malfunction in it is possible.

Has anyone tested the element to see if it isn't just burnt out? (I don't think its failure would cause the fan to run continuously though.)

That might cause the fan to run but if it was designed to stop the bake element from operating, I would think it should also stop the broil as well so that seems less likely to be the cause of all of your symptoms.
