Lower oven come on and heats for about 30 minutes , and shuts off. Also shuts off info on the control panel. After a cool down, you can repeat the same drill. The top oven works perfectly. I notice a part called the safety thermostat ( thermal overload) installed in the ceiling of the oven . Is it possible this part is not functioning as necessary

Most likely the problem is a bad control board. The safety thermostat you mentioned is not resettable.
