Note: There is a problem with the diagram. It shows both sides of the transformer's primary winding on the control board being connected to Neutral I believe one side should be connected to L1.
[COLOR="DarkRed"]The oven will not heat, I checked the elements with an ohm meter both check good.[/COLOR]
I am assuming that the stove top elements, the lights and the control board all work.
[COLOR="DarkRed"]I checked the current flow through the element 120.9 both elements top and bottom.[/COLOR]
I am also assuming that you mean voltage and not current.
120 amps would blow the breaker and the elements.
[COLOR="DarkRed"]Only one wire has power. I checked the wire coming out of the circuit board that goes down to the elements two individual wires both show 120.9 volts. [/COLOR]
I am assuming that you are using Neutral or ground as the reference.
In this case you will see 120 all over as one side of the elements is connected to L2 (120 volts).
You also see the same 120 volts on the other side of the element because the element has no current flow so it does not drop any voltage.
The heating element circuit does not use Neutral/ground they run off of L1 to L2 voltage (240 volts).
Check that the L2 wire to the control board is OK.
Check that P2-1 to P2-2 and P2-4 is 240 volts.
Check the oven sensor.
