My baking element stays on eventhough I turn it off. I noticed there is a break in the element. should I just replace the element or look for another problem also?

I would go with the element first.
It may be shorting to the frame and that is why it is staying on.

Best way would be to unplug the unit, remove the wires from the element, attach your meter leads ensuring they cannot short to the frame, plug the unit in and then measure between them when at the Off position, should be 0 volts.

Watch yourself you are playing with 240 volts which can be lethal.
