Non heating Top Oven Electric Jenn-Air

Have 20 year old Jenn-Air double oven - bottom heats / works fine. Top entirely cold - both elements non functional but were working fine a day before. Convection fan turns on / control panel has no error codes and functions normally.
I measured the voltage and resistance of the bottom element of the top oven. With the oven off but the element still connected to the oven, the resistance is around 22 ohms. When I turn the oven on and measure voltage, the meter is a solid 0 before the normal oven clicks (relay?) then gives noise of +- .1 on a 200V scale. I believe the elements are ok, and the front control panel is fine too (purchased and installed this first before looking into the problem in detail thinking that was the fix) so this leads me to the right relay board on the back after looking at the schematics. I believe the left relay is the bottom oven (which is working fine) and the right relay board is for the top? Otherwise, is there any other possible reason why the top oven (both elements) are not getting voltage? Believe it is the right pcb located on the fan assembly (the Y04100260) relay board. I have examined the existing part marked (JA204710 / 100-328-01) and the listed part (Y04100260) and am requesting help with two things. 1. To review if my logic is correct and 2. If it is, can I get some guidance on the correct way to determine if the board is bad?
