Upper convection bake, bake, roast, broiler oven works only in broiler mode with only upper element coming on regardless of cooking mode selected. Temperature goes well beyond temperature selected before oven shuts of on it's own. Is the a control panel problem and if how easy is it to replace?

The problem can be: a bad Bake heating element, a broken wire to the heating element or a bad control board.

Before order any parts you have to perform the troubleshooting to be sure that you ordered the right part.

Turn off the power to the oven.

Remove the screws securing the upper oven Bake element to the rear wall. Carefully pull the heating element forward to allow the terminals to pass through the oven rear wall. Inspect the wires and fix if any of them is broken.

Disconnect the wires from the terminals. Check the heating element for continuity. Normal reading suppose to be about 20 Ohms. If the reading is incorrect, replace the heating element.

If the reading is correct, replace the oven control board.

Bake element OK. One thing I forgot twas during preheat bake element does come on along with broiling element. It then shuts off and broiling element takes oven to set temperature and beyond. Fan comes on and eventually broiler element shut down way above set temperature. If I'm now looking at replacing the control board, can it be serviced from the front of the unit or do I need to pull the oven out of it's cabinet and service it from the top?

I would like to make sure I got everything clear before we'll go further.

You said that: "...during preheat bake element does come on along with broiling element. It then shuts off and broiling element takes oven to set temperature...".

Did it happen when you choose the Bake?

Yes, It came on for only a minute or two during preheat and then went off. Broiler element came on and stayed on well beyond the the bake temperature selected (350degs). Sound went off when oven got to 350, then fan came on and again, broiler stayed on. I shut the oven off at that point, but in the past the oven eventually shut itself off. I performed continuity checks on both bake element and heat sensor and the are both OK (20ohms or less).

Then most likely the problem is a bad control board.
