Oven temp will not preheat above ~325. Sounds like themostat? Even at 325 it takes an exceptionally long time.

You need to make sure that the bake element, which is on the bottom is coming on. You could just be getting the broil element coming on at half intensity. Tom ApplianceEducator.com
