I am ready to replace the Clock/Timer board on my oven range. I have the part ready and when I opened the the box the package says i need to handle the part with a personal grounding device. Is this really necessary?

Not if you can keep a consistent ground between the chassis of the appliance and some part of your body. Especially while unpacking the board. It should be fairly safe, once you connect a wireing connector that includes a chassis ground.
