The oven does not get to the temperature called for. I removed the temp sensor and tested it. I read here that it should read less than 1100 ohms at room temp, that they average 1084 ohms. Mine reads 1101. When placed in boiling water it rose to 1360 ohms.

Is this a significant difference? Does it sound like the sensor is bad or is the problem somewhere else?

No.
Depends how much your oven temperature varies from set point.
Each degree of temperature is 2 ohms of resistance change.

I would say somewhere else.

Most units let you calibrate the oven temperature plus/minus 35 degrees.

Thanks. So if it's not the sensor itself but the control panel thinks that it's already 200 degrees within seconds of setting the temp, would that mean it's the control panel itself? Is that a pretty expensive part?
I also see a "harness, sensor" part in the control panel diagrams but it seems like that part is discontinued.

Here are your parts

It shows the control board (item 2 in Section 2) and a control electric (Item 15 in Section 2) which I think is just the control relays and a power supply.

I could not find a wiring diagram for this unit so am not sure how the unit is wired.
If the sensor connects into the control board then that would be the one to change.

I would unplug the unit and the sensor and check the board for any sign of a bad connection, cold solder joint etc.
Check that the connecting pins are clean.
Check for a cold solder joint. They are often a duller gray or may have pin holes.
Wiggle the connector side on the board while looking at the solder side to see if the component leg moves in the solder.
If all OK then the board would be at the top of my list.

When I tested my temp senor on my Whirlpool gas range not only did my OHM reader NOT read 1100 ohms, it read about 5 ohms! I assume that this indicates a bad sensor, correct? I'm getting error code F6E1 and my technician paperwork on the back of my oven says to replace the Control Module - no mention about it possibly being a temp sensor. The F6E1 code states: 'Runaway Temp' and I've been suspicious of incorrect oven temps so having a bad temp sensor makes a lot of sense. I just want to get verification that a 5 ohm reading on my sensor is in fact a bad sensor - agreed?

Yes 5 ohms does indicate a bad oven sensor so I would replace that first.
