Oven Repair (including Ranges and Cooktops)

I replace my inlaws bake element after if burned out during self-cleaning. The new one won't heat. Broil element still works fine. Hot wire connects to both bake & broil.
Is there another part I should replace or look at? Wiring seems ok.
