I checked the continuity on the broil element which is OK. The bake element does work. Am I correct in thinking it is the oven control that is bad.

If the elements check out resistance wise, do a voltage check by measure between each side of the element. If you have 240vac (approx) and no heat, the element is bad. If you don't have any voltage, then the control is bad. It's about that simple.
