Model Number: J BP66B0B2WH Brand: GE Age: 1 - 5 years
The lower heating element failed, in fact a 4-inch section burned and fell out. I replaced the element. The oven light, surface unit lights, and clock all work. None of the 4 surface units work, nor do either of the oven units. I don't think it's the breaker, because of the clock and lights. Are there any fuses to be replaced on the range itself?

Hate to disagree but I do think it is a breaker/power problem.
Your lights work on 120 volts or half the 240 volt line (L1 to Neutral), all the elements require 240 volts (L1 to L2). It is not uncommon to loose half the line without actually tripping the breaker. Reset your breaker a couple times slowly. Check for 240 at the stove.
