Deasley, Check both breakers for on, and 220/240 VAC at the wall connection/outlet, (turn them off for now). Check the wires to the element, If the wires to the broil element are intact, and hanging out the rear wall,into the oven cavity, you can power up the range , program a broil cycle, and check each wire to chassis ground for 120 VAC with a meter. you should be fine if you do. If you don't have voltage on one of the wires, and you're sure both breakers are reset and locked in place, then you need to start looking for a damaged, broken wire to the element in the back of the range, or a shorted contact on the ERC/Clock.
