The top burners all work just fine !
The problem is the oven poilet light. I hold the oven knob in and light the poilet, but when I release the knob the poilet goes off.. I've held the knob in for 5 mins one time and it still happens.
Is this the result of the thermolcoupler being bad, part # AP4099368 ? If not what is the cause ?
Also, how do I get to the part to replace it or work on it ?

You're on the right track,

You have the correct part number for the thermocouple/pilot assembly.

Are you sure the themocouple connection at the thermostat is a tight fit ?

To access the thermocouple assembly, in the oven,
You'll have to turn the gas off at the wall connection,

( I would remove the oven door, and the broiler drawer,at this point).

Remove the oven bottom panel, to access the bake burner assembly,and remove the flame spreader mounted to the top of the burner(usually with a "wing" nut).
You should have access to the burner and pilot light assembly.

Using an open end wrench,or small crescent wrench, disconnect the pilot gas tube from the orifice assembly, it's easier and safer to remove it now, Then dismount the assembly from the burner mounting bracket( the screws holding the assembly can and may be hard to deal with, don't strip them out,if you can avoid it.

Now you'll need to remove the cooktop from the range, so you can access the thermostat.

Using a wrench, disconnect the thermocouple nut from the thermostat body,

(some people attach a string to the end of the coupler, to assist in "snaking" the new coupler back up to the thermostat).

Straighten the thermocoupler capillary tube,as best possible, and draw it out from the oven burner assembly.

Reverse the procedure to install the new part, make sure all the gas line and thermocouple fittings are not cross threaded and tight, turn the gas supply on, and check for gas leaks, light the pilot and check the pilot gas line for leaks as well.
