Removed chain cover and if I turn the large sprocket the ram will go back up. Happens on every cycle

Do I understand this correctly ?

You start the machine, the compaction ram runs down and compresses the trash, when it's time for the motor to reverse and run back up, the motor only hums, and the ram wont return to the up/ off position.

Here are motor winding and direction resistance checks from the service manual,

1. Set the ohmmeter at the Rx1 setting.
2. Zero the ohmmeter.
3. Check the motor for ground.
a. All terminals grounded to the metal frame should show an open circuit.
1) If they do not show an open circuit, the motor sould be replaced.
4. Check terminals GY to BR ( ram up direction)
a. Should read 1 to 4 ohms.
5. Check terminals R to BR (ram down direction).
a. Should read 1 to 4 ohms.
6. Check between terminals W to Y (motor run winding).
a. Should read 1 to 3 ohms.
7. Check between terminals Y to BU (motor run winding).

a. Should read 1 to 3 ohms.

That will most likely eliminate or confirm, the motor as the problem.

And then you'd need to check the gray wire from the motor to the directional switch,make sure it's not frayed or damaged/loose.

At that point you'd have a bad contact in the top limit/directional switch.
