Lower oven does not respond to control panel for bake or broil -no display, only beeps when button pressed. Upper oven works fine. Have removed power to reset but no change.

The beeps are telling you that the keypad is sending info to the control board.
Since the oven will not come on I would say that odds are high that the control board is shot.

Still a bit of a crap shoot but that would be my best guess.
