Is it likely the element has failed? Upper element gets hot, but lower not heating at all. Can I remove this from oven side?

Here are your parts breakdown.

Unplug/remove power from the unit.
This is very important as many units still have 120 volts at the element even with the element turned off.

Undo the screw/s holding the element to the back of the element.
Gently pull the element into the oven cavity.
Undo the wires from the element.
Measure it with a meter, most are around 20 ohms.

It is s good idea to clip something (clothes pin etc.) onto the wires before removing the wires. Just to be sure they do not disappear into the back of the oven when released.
