Last night after using the small oven for a couple of hours the lower bake element was burning after turning the oven off I had to unplug the oven and extinguish the fire. Then after truning it backon the lower bake element did not trun on. Typically is it just the element that needs replaced?

It sounds like the element burnt out. (It could have happened from food debris falling on it and burning through the insulation on it.

Be careful to power the oven off at the breaker before removing the old element and replacing it.
