Hi,
Looking for help/advice please. My approx 10yr old GE oven wont reach set temperature, if temperature is reached it takes a very long time to reach it and once reached it will not stay there. Any advice? Time for a new oven or can this be a relatively simple repair for a senior citizen on a fixed income? Any advice would be most appreciated.

The first thing I would is to determine if both elements work.
During preheat and bake most units either use both elements and.or switch back and forth between the elements.
If one is burned out then that would explain the long preheat times.

Replacing an element is not difficult.
Unplug/remove power from the stove.
This is very important because on many stoves one side of the element is still alive when the element is turned off.
Undo the screw holding the element to the back of the oven.
Gntly pull the element into the oven.
remove the wires from the element.
It is a good idea to clip something (clothespin etc.) onto the wires so they do not disappear into the back of the unit.
Install the new element.
