Bake element didn't work, so bought new one. Went to change out discovered wire problem. took off rear panel & determined I needed new red bake element wire. Can I just splice in a new one with same gauge?

Yes you can. Just make sure you use wire with the same heat rating, and be sure your splice stays outside the oven chamber.
