I have an electric Kenmore oven/range that was included when I bought my home four years ago. Not sure what model. Had a recent partial power outage and now when we use the oven, it displays "Pre-Heating" the entire time and burns whatever is in the oven. What are my chances of being be able to recalibrate the thermastat? Will I have to replace the control unit? Should I start shopping for a new one (Not in the budget)?

Chances are 0. On most units the most you can recalibrate is plus/minus 35 degrees. Yours sounds way out.

Too early to tell you need to do some troubleshooting.

Should I start shopping for a new one (Not in the budget)?
Not yet. Also if the unit is in good shape and you like it, it may be worth fixing even if it is the control panel.

First try unplugging/removing power from the unit to see if it will reset.
The computer on the control board may be confused.

Next I would check the oven sensor
