Igniter does not come on

Model Number: no info Brand: Kenmore Age: 5 - 10 years

Appliance Parts from AppliancePartPros.com

The control touch pad is live and when oven is turned on hear a click but igniter (glowing electric grid for propane) doesn't come on. Checked for voltage on oven/broiler output tab on controller circuit board and didn't detect any, if I was using the right ground. (Think I was) Seems like controller, could it be igniter?
