My broiler won't work. I have disconnected it and read 16 ohms so I assume that the element is good. When I start the broiler the control panel says that it is sending juice to the element. I connected a voltmeter from one lead to ground and read 120 volts, but the other lead to ground is 0 volts. Are there internal fuses or what else could be wrong?
