When I pulled out the old lower oven element there was no wire attached to one side. I cannot see it. What do I do now? Also, is it safe to use the rest of my range with a loose wire floating around somewhere?

You're going to have to go on a wire hunt.:)

Probably you'll have to remove the back panel of the range and find the wire, then strip it back till its good clean copper and put a new stainless steel terminal on it. Hopefully it will still be long enough to reach the new element. Remember the wires often have 120 volts even when off. so unplug it.

Is it safe? That would depend on you definition of the word "safe". Personally I'd find the wire and tape it for now to insulate it and make it safer.
