Can the dryer be operated without this seal?

In a word, no. The drum seals are very important and help to control the flow of air over the heating element and through the drum. With no seal, the machine will likely overheat, lint will not go where it should causing a potential fire hazard and it will not dry very well. I would definitely not recommend running the machine with the rear seal gone.
