GE microwave no power - Thermostat?

Renter said when he turned it on, it went dead (no mention of burning smells, etc). Removed it and the fuses appear intact. I traced the power and there is no voltage difference across the thermostat (AP2026103) nor any resistance (using voltmeter check).

Should there be or is it broken/blown?
