Rust in door panel
 

There is rust in the door panel for my microwave. I have two concerns about this, is this a health and safety risk, and can this part be either replaced or repaired?

Is it the inner or outer door panel?

Maybe the outside?
 

The rust is clearly seen on the outside, on the inside it just looks like some substance is on the outside. If that makes any sense.
