if the igniter stays on the all the time i would say it is the flame sensor thats bad if the igniter goes on and off after a few seconds and on and off again i woul think it is the coils

onlything that comes to my head is maybe the overload/ptc on compressor is shot i think that has to be ok for compressor to run and condensor fan to run you could try taking off the overload /ptc ...
