Replacing defrost components?
You should be able to visibly inspect the glass defrost heater for burnout (with frost buildup removed) AP4070699; it will usually show black/blue evidence of arcing inside the glass rods... If not...

Evaporator part number is AP4009511
I would assume the capillary tubing is NOT part of the evaporator kit but my search through the parts list didn't list the capillary tube anywhere else either.. Definitely call APPros with this...

Refrigerator
Just click on the model number in your post and pics of your fridge will open; click on window 2 (controls) and locate item 13 which will show location of the adaptive defrost control... cheers

Freezer Problem
You should be able to use an ohmmeter to easily determine if the defrost heater is defective; otherwise maybe posting some pics of the timer and term t-stat would be helpful in identifying them...
