Spencer, There won't be any voltage across the capacitor, unless the motor is starting or running, and it would take a special meter to read.
Like all capacitors you can circuit check the component....

Waltercook, If you purchase the correct epoxy for the application, follow the preparation and application directions, it will work. Will it work for 15 - 20 years, probably not, 4 or 5 years...
