not heating how to check heater sub ass

is my Heater sub-assembly bad if it is reading no ohms i've check mythermal fuses and their good still not heating up

How To Check Continuity With Ohmmeter - Heater sub-assembly
if a heating element shows a open circuit is it bad:o
