should the drum turn by hand?
no it should turn in 1 direction only there are clutches called "Dogs" that will not alow it. Also the bottem part should not turn
Amana Washer - Snubber replacement
Replace the break pads. there is 3 of them and they come in a kit with new bolts.

No a Estate washer you should not be able to turn the drum by hand.
