Maytag - portable air conditioner -hoses leads to exhaustion and air in are both very hot.

I have the Maytag portable air conditioner for about 6 years. The first time I used it this year (2014). I turned on my air conditioner and it did blew out cool air in front and the thermostat that measured my room temperature kept going up to 95 and higher and until it damaged my surge protector. I changed my surge protector and the breaker jumped after 15 minutes of using the air conditioner. Then I dared not to use the air-conditioning function but the fan function.

I do have cool air in front but I realize that the hoses for the air in and exhaustion are both very hot. Normally, one tube should be hot and the other one should be cool. What could be the problem?
