We had the freon check and it is at a good level and no leaks. My husband went out and did the manual start on the fan it made a weird noise and then it worked like it was suppose to. Can stuff get caught in the fan and make it not work properly?

Two simple factors you might try is to substitute the narrow and fresh the outside and inside rings. I've seen this improve the performance of techniques by 50%.
