Angry fan does not rotate when turned on so no cold air comes out just alot of noise

Is it the indoor fan or outdoor fan? If you have noise it just could be bad motor or the fan has loosened form the shaft and hitting the cage and cousing the problem. Doe the outdoor compressor and fan come on. Need mor info
